Analysis of the Capacity of Ukrainian Communities for Green Recovery

As part of the pilot project PARASOL, the RcErBs Lubny Fund, in collaboration with the public organization "BOTTOM UP", and with the support of the Bankwatch Network and the Global Greengrants Fund, conducted an assessment of communities in Kirovohrad Oblast.
The goal was to evaluate the institutional capacity of small and medium-sized communities (up to 150,000 residents) for recovery using an updated methodology adapted to contemporary challenges. The study aimed to determine how effectively local self-government bodies address current issues and demonstrate their ability for green recovery.
Findings of the Third Analytical Stage
A ranking of small and medium-sized communities in Kirovohrad Oblast was introduced as of January 1, 2025, with plans for updates every six months to a year, based on new information about changes in the communities. If no feedback is received from community representatives regarding their current activities, data from open sources is used. Consequently, some communities with insufficiently informative official websites have low ratings.
Top-Ranked Communities
The top 10 communities in the ranking are:
✅ Znamianka, Dolynska, Pomichnianska, Malovyskivska, Smolinska, Kompaniivska, Haivoronska, Bobrynetska, Novoukrainska, and Dobrovelychkivska.
🔹 19 communities in the region have scores above 60, with only two communities exceeding 80 points – Znamianka and Dolynska.

🔹 Holovanivska, Ketrysanivska, Blahovishchenska, Adzhamska, Hlodoska, Oleksandriiska, Pryiutivska, Subotlivska, Onufriivska, Dmytrivska, and other OTGs.
Lowest-Ranked Communities (Below 40 Points)
🔻 Pidvysotska, Mar’ianivska, Zlynska, Tyshkivska, Perehonivska, Pishchanobridska, Vilshanska, Pantaivska, Katerynivska, and Rivnianska OTG.

These findings provide an important benchmark for assessing the resilience and sustainability of local governance in Ukraine’s small and medium-sized communities, guiding future development and support for green recovery initiatives.
