Assessment of the Institutional Capacity of Communities in the Dnipropetrovsk Region

Within the framework of the PARASOL pilot project, the RcErBs Lubny Foundation, in collaboration with the NGO "BOTTOM UP" and supported by the global Bankwatch Network, conducted a survey of communities in the Dnipropetrovsk region. The aim was to assess the institutional capacity for recovery of small and medium-sized communities with populations of up to 150,000 residents using a methodology specifically developed to address contemporary challenges. This assessment evaluated how effectively local governments address current issues and demonstrate the capacity for recovery.
As of September 1, 2024, 83 communities were surveyed based on five groups of criteria comprising 35 indicative indicators.
The timeliness and relevance of developing a new methodology for assessing the institutional capacity of Ukrainian communities are driven by the necessity to attract internal and external investments for enhancing their capacity, contributing to the future of Ukraine.
Since 2018, the "Regional Center for Economic Research and Business Support" (RcErBs Lubny) has been conducting regular assessments of the institutional capacity of Ukrainian communities under the title "Institutional Capacity and Sustainable Development Rating of Small and Medium-Sized Communities in Ukraine with Populations of up to 150,000."
The study presented today, in 2024, is titled "Institutional Capacity Recovery Rating of Small and Medium-Sized Communities with Populations up to 150,000: A Case Study of the Dnipropetrovsk Region (Pilot)." It was introduced to stimulate community development during the post-war recovery phase and attract additional investments. The study developed an algorithm and methodology for calculating the rating. The results aim to foster healthy competition among communities, encouraging collaboration, improvement, and the implementation of ambitious projects.
The ranking of small and medium-sized communities in the Dnipropetrovsk region was introduced as of September 1, 2024, and is expected to be updated every six months upon receiving new reliable information about changes in the communities (the next ranking is scheduled for January 1, 2025). In the absence of feedback from community representatives regarding their current activities, information from open sources is used. As a result, some communities with insufficiently relevant content on their official websites may score lower.
