The cooperation began with the project implemented in 2018, "Capital repair of street lighting networks in Lubny by technical re-equipment of lamps based on LED technologies and introduction of a citywide street lighting management system."

Thanks to this project, the city of Lubny received 667 new street LED lamps; dismantled 47 old poles; installed 92 new reinforced concrete poles and 9 new metal poles, dismantled about 1.5 km of old wire, laid over 5.6 km of new wire, increased the number of street lighting control cabinets to 61 units, specifically: modernized 41 control cabinets; installed 20 new control cabinets; and established a dispatch console for centralized control and monitoring of street lighting.

The total cost of the project exceeds 275 thousand euros, including over 70 thousand euros of grant funds provided by the European E5P Fund, over 5.5 million UAH of loan funds provided by NEFCO on favorable loan terms at 3% per annum without currency indexation, over 800 thousand UAH of co-financing from the city budget (10% of the total project cost).

The project coordinator from the Foundation was Sergiy Liovkin, who is currently defending Ukraine from invaders in the ranks of the Armed Forces. The successful implementation of this project enabled further collaboration with NEFCO on the "Reconstruction of water supply and sewage systems with the implementation of energy-saving technologies in Lubny for 2020-2032."

The total amount of the first stage grant is 596,000 euros. The total amount of the second stage grant is 520,000 euros. Co-financing from the community budget is 255,000 euros.

The project includes replacing outdated pumping equipment at VZM 1,2,3, replacing pumps at 30 artesian wells, and installing an automated control system (ACS) and SCADA intelligent control system. From the very beginning, experts from our Foundation, Viktor Medvedev and Sergiy Karelin, worked on the application to the Nordic Environmental Finance Corporation NEFCO together with the Lubny municipality, within the project "Organizing cooperation between small cities of Ukraine, civil society, and expert community on energy security issues."
