Selection of Communities for Participation in the SOMBRILLA 26 Project

The Regional Center for Economic Research and Business Support Foundation (RCERBS), together with partner organizations, announces a call for territorial communities to participate in SOMBRILLA 26.
The SOMBRILLA Project has been implemented since 2023 and is aimed at providing expert support to communities in the development of strategic documents in the fields of energy efficiency and environmental security. During the project implementation period, 65 strategic and analytical documents have been prepared for communities.
Selection for 2026
In 2026, 14 territorial communities with a population of up to 20,000 residents will be selected for the full development of:
Municipal Energy Plan (MEP);
Environmental Security and Climate Change Adaptation Strategy until 2030.
Legal Framework:
The development of the documents is carried out in compliance with:
the Law of Ukraine “On Energy Efficiency”;
the State Environmental Security and Climate Change Adaptation Strategy until 2030.
Co-financing Model:
SOMBRILLA 26 is implemented under a co-financing model:
MEP — the community covers 50% of the total cost;
Environmental Security and Climate Adaptation Strategy — the community covers 40% of the total cost.
The remaining costs are covered through project and expert support.
Additional Opportunities:
Within the project, communities will gain access to working with materials via the online platform “Project Navigator (PN)”.
Communities that participated in the SOMBRILLA project in 2023–2026 will also have the opportunity to create their own profiles in the Project Navigator.
Important Note:
Participation in the project is not a grant and does not automatically provide funding for project implementation.
