The RcErBs Fund, with the support of the CEE Bankwatch Network, presents the PARASOL project.

Throughout 2024-2025, the project will provide support to Ukrainian communities in preparing Comprehensive Community Rehabilitation Programs, implementing sustainable development projects, and enhancing institutional capacity.

This year, an analysis of capacity in recovery processes will be conducted, and support will be provided to communities in the Dnipropetrovsk region. The primary basis for this analysis will be the "National Rating of Institutional Capacity and Sustainable Development of Communities," which was calculated from 2018 to 2022.

Twenty-eight criteria will be used to calculate the institutional capacity for the recovery of small and medium-sized communities. The assessment will be conducted according to the following parameters:

• Flexibility (ability to adapt to changes) – the community's ability to consciously change its practices and/or implement new ones in response to a shock, linking resources (adaptive capacity) with shocks.

• Preparedness for shocks (war and post-war recovery) – readiness to respond to a disaster, crisis, or other emergency (shock), which can be considered as a result of a "continuous cycle of planning, organization, preparation, equipping, training, evaluation, and taking corrective actions to ensure effective coordination during incident response."

• Resilience (ability to ensure social and economic security in the community) – the ability of the community as an institutional system to continue functioning under shock conditions or to quickly resume its functions after a forced break.

All criteria indicators will be published on partner resources.

Communities that demonstrate the highest political activity and institutional capacity will receive technical support. The project plans to select a total of 10 communities from the region for support.
